NORTHERN Railways Engineer-in-chief: Liang Shih Yi asking for early decision
with regard to
He agrees to increase Cox' salary, but refuses to appoint him head Engineering

After consulting Cox, would suggest the Corporation's best course is agree to appointment Bellingham.
It is understood that Engineer-in-chief will be General Manager for the purposes
